How CDCs Can Play a Part in Your Upskilling Journey
Many of us want to upskill or explore new career opportunities. But between busy work schedules, family commitments, and simply not knowing where to begin, it is easy to push personal development to the back burner. This is where our Community Development Councils (CDCs) come in, making upskilling more accessible and convenient to all Singaporeans.
What exactly are CDCs?
The CDCs were established in 1977 under the PA Act (CDC Rules & Regulations 1997) to build a close-knit, compassionate, and self-reliant community in Singapore. Originally set up as nine CDCs, they were re-organised in 2021 into the five we know today:

Each CDC acts as a bridge between residents and the government — working closely with grassroots organisations, government agencies, social service agencies, schools, community and corporate companies to strengthen Singapore’s social fabric. As part of Singapore's lifelong learning movement, the CDCs have also been positioned to support residents in their upskilling efforts.
Bringing opportunities to you
Upskilling might sound intimidating, but CDCs make taking that first step much easier. Through roadshows and workshops within their community, CDCs help connect residents with opportunities and empower them to take charge of their personal and career growth.
As part of SkillsFuture Festival 2025, all five CDCs will be hosting learning festivals filled with workshops, seminars, and live demonstrations.
