Ask any jobseeker about what they are doing to land their next job and most will mention the following, in order, i.e. update CV, look for job advertisements, submit application and wait for reply. If no reply, ask for help from close contacts, recruiters for referrals.

To the vast majority, the job is as a means to an end e.g. for survival reasons, and thus career planning remains a reactive response.

However, for a lucky minority e.g. International Assignees, career planning is proactively done on a regular basis since they are mostly hired on high salaried term contracts.
